Add Watchers to Closed or In Review Cases

Watchers are now editable on all Cases regardless of status. Previously, you could not edit Watchers on Closed or In Review Cases. Watchers allow an Agent to get the same Alerting for a Case that the assignee does. This is valuable for keeping an eye on certain cases for Quality Assurance and Quality Control.
